On the inner most break pad that butts up against the piston has a stainless metal plate on the old pads is this peice Necessary for function? the new pad I bought didn't come with a replacement part.

You forgot to remove the rust where the clips sit. The rust will cause the chips to press against the new pads and they won’t slide!
