Welp. I've seen this thread and since people want my take on it, here it is: I only cut off the game over and my second try before getting to that fight again. I really did one-shot it, because I've set the damage from the bomb orbs to be able to do that on a set occasion (when the blaster is firing, its defense drops and it gets more damage than usual.) Besides, all shards of the bomb hurt it: thus, it got OS. (If you own Notepad or Notepad++, feel free to check the code for damage and monster HP.) Also, fun fact: when I was recording it, I was as surprised as you, since I'd forgotten you could OS it.
Hm... Sadly, I don't have Uni-tale myself, but looking at the script might be kinda neat, even if it does become a head-ache. So I'm guessing before I look into the script that the chance of an OS is roughly the rate of finding shiny pokemon, i.e. about 1 in maybe 4096 (I don't exactly care for shinies, though, so I don't have the rate memorized). It may be more, may be less, but to me it's a good estimate.
