Good game! Although you didn't get any artifacts this time, didn't you find some previously in the earlier missions? I think therefore the military should have attacked, as your characters are still carrying those artifacts.
I think the idea is that if you encounter a security patrol in your first or second missions, they are a minor problem as you shouldn't have many artifacts yet, if any. But the further into a campaign you get, the more artifacts you collect, and therefore the greater the cost to bribe the military to leave you alone.
Arguably, if you have no artifacts at all, then instead of them leaving you alone, they should attack. They're job is to eliminate intruders in the Zone, but they are corrupt and can be bribed with artifacts. If you have zero artifacts, then you have no way to bribe them, so they have no incentive to not try to shoot you or arrest you.
