When looking at how many top 16 placements a deck has, I think it's very important to also consider how many people actually played that deck in tournaments.
A deck having two top 16 spots sounds bad, but if that deck is played by only ~5% of tournament players then those two wins become very significant.

List looks good to me! I think you could argue Enel is still at least A tier.
Anyone know Reiju vs Katakuri match-up? I've played against someone's Katakuri for so many games as Reiju and never lost. Is it terrible for Katakuri?
OP06 regional wins so far:
Katakuri 7 (4 offline, 3 online)
Gecko 4 (2offline, 2 online)
Sakazuki 2
Whitebeard 1
A bit weird to have Sakazuki as the unquestioned best deck in the format and getting banned with the next set, yet winning only 2 out of 14 regionals so far.
Also Katakuri being only the third best deck, but having more regional wins than the first and second best decks combined.
I think it has to do with the fact that there are A LOT of katakuri players out there. So far he has been the most played deck at almost every regionals hence why his average placement is lower than saka and Moria despite having more wins
Finally a good tier list
if you really want it to be data driven you could probably first define what each Tier means. for instance, if you wanted to use top 16 representation as main indicator, then newgate shouldnt be placed in the same tier as reiju & yama. however maybe you think top 8 rep decides the tier, then i'd agree with you placing them on the same level.
imo the best 2 indicators are: 1) top cut rep 2) conversion rate from entrance rep to top cut rep
also to decide on the best deck, win rate in top cut could serve as tiebreaker. imo it shouldnt be most event wins since not every top deck is played the same amount

I feel like your tier list overall is pretty good, some other people have given some good points regarding conversion rates and such, but that data isn't easy to find.
Overall when i'm thinking about preparing for regionals or higher level events i'd say it's clear that the top 3 contenders are moria, katakuri and sakazuki. So that's what your main prep should be. Then the next 2 decks on the list are gy Yamato and reiju simply cause they have higher presence than the other decks and then get some games in vs wb, perona, enel and rp law.

Problem with "data doesn't lie" is that data is a lame way to play "meta" or even have fun with TCGs. Like you mention, data can never factor in player's skill, what's popular, and data can be easily skewed. All it takes is a large event to show a large percentage of a rogue deck or unpopular deck for example. Not to mention, any tournament can be replayed with TOTALLY different placement results.
And as someone who plays vast majority of rogue decks, my rogue brews have consistent wins against good players using "top meta decks" I just don't use my time to play at events. Spent too many years playing pro MtG, and I prefer casual play nowadays
