Guernsey is a Crown Dependency - the link is through the same head of state. If anything, Britain is Guensey's colony (via William Duke of Normandy aka William I of England)
Been many years since I was there, was always long queue to enter due to arguments with Spanish Government, from what I remember La Linea was a dump - but I believe Spain has invested quite a bit on that town.
La Linea is still a dump. Massive unemployment and under employment (getting a job in Gib is your best bet, unless you can get in on the drugs trade), black market economy, just awful schools, it's the typical failed EU dystopia typical of the southern Mediterranean.

Gibraltar hotels are pricey. Better to stay in a la linea hotel 5 mins walk from the border and walk in each day.
