Mark. We have that model in our country. It is called the Corolla Altis, imported used from Singapore. Yours has a 1ZZ-FE 1800cc engine. We have that & the 3ZZ 1600cc engine. At our used parts shops, you can purchase an entire " nose-cut". It will include bumper, headlight assemblies, grille, radiator panel complete with radiator & AC condenser/drier bottle. You will get all that is missing on that car. Cars like that can be repaired and returned on the road. Trinidad & Tobago West Indies.
Part it out is the best thing! You can make more $ than what’s scrap value is. If the engine runs great, sell it and all the bits of the good parts. When all the stuff remains, you scrap it.
this is absolutely the right decision, there are about 8 other cars he has that he should do the same. Get rid of the junk and keep the cool stuff to fix up.

But having wrecked, bought back from insurance & repaired my 2003 Corolla CE 3 times (it's my favorite deer rifle!), it won't take much to get it sorted; these things are plug and play (though the frame rail repair would be unique). You could prove that they're still around because they "take a licking and keep on ticking."
Master of the island of misfit toys. Hard to pass on free/ cheap cars and projects. Ever thought of putting anchor points in your slab and buying a pulling tower? Might be another avenue for you. A further broadening of your horizons. Just a thought.
“There is nothing more expensive than a free car!” Honestly, unless you have a source of free or practical free parts and someone in mind that really needs that car once it’s been repaired, I would seriously question investing the time, money, and resources needed to repair it. There are more deserving antique and classic cars more worthy of those resources.
You have a lot of more rare/valuable/interesting cars on your back-log in my opinion. This one is a junker and it's not worth the frame work by a long shot.

It depends on the state; here it would simply be given a salvage title once it's fixed and driven or sold as such for years. I had a Ranger that the title said "court order" in 1 inch letters, but it didn't make any difference at registration time or when I sold it.
Of all the interesting and rare cars you have and could be working on and saving, I dont understand why you keep all these Honda's, Toyotas etc. There is nothing special about them. You can't save them all..

If the title was totaled i would part it out ! Just not worth the effort for a basic Corolla they made millions of.
