On GZERO World, Ian Bremmer sits down with Iran’s Vice President for Strategic Affairs Mohammad Javad Zarif to get his perspective on the regional conflict. Zarif adamantly condemns Russia’s incursion into Ukrainian territory. He says, “Russia is to blame for the invasion of Ukraine,” but insists “the United States is responsible for what led to that invasion,” referring to US aid to Ukraine.
Zarif emphasizes the importance of Iran’s trade relationship with Russia. When Bremmer presses him about Iran’s complicity in the war, Zarif denies involvement. He says, "We simply engage in business.” As the Russia-Ukraine war continues to drag on, Iran’s actions will come under increased scrutiny.

NATO needs to promise not to expand - It's simply hypocritical to not see the two sides of the conflict, and that Russia is backed into a corner and forced to action. Why would Ukraine not embrace being the fence between the two, and all they can stand to gain from doing so, and brokering peace? Iran probably disagrees with the invasion but can't trade with anyone else, and can't afford to pass on the opportunity to do so.. so really, Ukraine's desire to Westernize is not at fault, but to join NATO is impossible. If anyone has played CIV, they'd know a cultural invasion when they saw one..

Why is not condemn Russia
Any time someone tells you the US should simply promise not to expand NATO, simply ask yourself this: Does anyone care what Ukraine wants? Could it be that Ukraine's will could be relevant on the fate of its own country? Anytime someone positions Ukraine or the Baltics or Georgia or any of those countries as nothing more than playing chips for the US and Russia, shift the conversation to the countries themselves. And what Ukraine wants is guarantees of safety from Russia and the only plausible way of achieving that seems to be being a member of NATO.

Sure, the U.S. government is partially responsible. All adversary nations provoke each other on a regular basis without firing a shot. Putin is DIRECTLY responsible because he ordered an illegal invasion and, as such, bears FULL responsibility for ending this disaster as soon as humanly possible. Russia will then be financially responsible for rebuilding the nation it destroyed by going along with the fever dream of their washed-up dictator.

"Spread" = countries voluntarily joining a mutual defense alliance after a decade of jumping through hoops to meet all the criteria, holding referendums to confirm support from the majority of the population, getting the consent of every single member of NATO, and an all around policy of begging and pleading to join NATO.
I get what you're saying about how US policy makers should understand that the cause and effect relationship between their decisions and subsequent outcomes (which can be said about literally any policy decision, anywhere). But don't pretend to be naive about your malicious word choice.
Also if you wanna argue that Russia wouldn't have invaded Ukraine if NATO didn’t expand (an argument that is not without merit, but still has more than a few holes in it), than do so. But don't act like the US has some obligation to enforce or protect a Russian sphere of influence. Spheres of influence are NOT bestowed upon countries by the heavens. They are forced onto others via a state's might. If you don't have the capability or the will to enforce a sphere of influence, then you don't get a sphere of influence. Russia wanted Ukraine to be subservient to its own will, so it took action to enforce its will. This is what enforcing a sphere of influence looks like, and the US has zero obligation to make that task easier for Russia.
