Bobby, here is some points maybe would able to help you enjoy driving this grand lady (Fiat). #1. Before cranking the first start, press (pump) the gas a few times then only make the start. It will be easier to start. #2. You may need to check the alternator is it able to charge the battery while in motion. #3. The rust area can be painted using Rust Converters, to treat the rust and harden itself as a steel patches.
I saw a quick DIY. Use a very strong magnet and stick it on the roof liner, let's hope it sticks. Then buy the black spring clip that u use to hold paper, clip that to the visor. Done, u get a visor holder!
About its cornering characteristics i understand, cuz when i drive my kelisa i got overtaken by higher HP cars on straights, but when reach tight corners im either in their rear or they let me pass. The only car that surprised me is a volvo xc90 cuz it manage to keep up in the corners except a 90degree tight turn
They way you shift the gear lever to neutral before switching gears while driving inside the parkade makes me believe that you do not have experience driving standard transmission cars, specially from Europe.

Yes. The popular brand to treat rust is Hammerite. They got good rust converter. Also got the direct to rust paint product from Hammerite
