I think the biggest issue with Arrested Development is what is touched on here with the need to re-watch it in order to catch what is happening and to get the story line. It was ahead of its time in the sense that it was really better suited to current streaming. I remember watching it when it originally aired, and it was enjoyable, but it wasn't until I bought it on DVD when that hit that I was able to appreciate a huge portion of the gags. Episodes would play off not just the last one, but from 5-6 ago, and that was really difficult to notice/catch on standard network television, especially if you missed one some week or they were seen out of order. In general, there weren't really true stand alone episodes and that didn't work as well at the time it aired compared to now.
I agree with him 100% about season 4. It's misunderstood and underrated. More fans needed to give it a chance, really concentrate, and re-watch. But yeah, season 5 doesn't work. It sucks.
