Hi @printassia, I had same issue. Turned out to be some kind of network issue as the oracle database on my machine is either not listening on the localhost addesses and/or blocking access to that. As workaround I put in my machine's IP address and was able to connect without any issue.

CONNECTION ERROR SOLUTION!!! 1. go to services - make sure that OracleTNSListener and that OracleServiceXE are both running. if not "Start" both of them. 2. if that doesn't fix it go to cmd and type in LSNRCTL status a bunch of info pops up go down to Listening Endpoints Summary... here you will find your HOST: PORT: SERVICE: in SQL developer my "Hostname" ended up being an IP address the port was still 1521 and as far as service my system worked with both xe as SID and xepdb1 as Service name. So most likely problem/fix is finding the correct host/hostname. Hope this helps someone save the few hours it took me!
