icloud will not work untill id is activated on apple hardware even if you login into app store, it will still show same message once you go open icloud on your phone

Try with different Wifi / cellular data. Also you can use another Apple device to create the account there and sign into the device you can't create it.

have you tried from App store to create the account? or use another Apple device to create the account and sign into the device you want to have Apple ID
