Illgaia Zsasz is an underused awesome villain. No powers no completely obvious physical mutilations, except the tallys. He's realistically creepy. Real killers have written on their skin like so.
Kyle, Profesor Pyg doesn't appear in Gotham until Akham Knight . And Professor Pyg was created as guy compared with which The Joker seems to be completely sane.

She could also have a distraction device too. Like maybe she'll have this device she can stick to the wall or ground (Maybe designed to be a small little metal cat head) and it gives off a beeping noise that lures a close by enemy to potentially get a silent takedown.
Indeed because in the comics Croc and Cat actually get along. He was her top bodyguard when she was an enforcer during _Batman Eternal_ and still stayed loyal to her after she lost her criminal empire.

With how they teased Ivy's big return at the end, it'd make more sense for her to team up with scarecrow (plus I'm sure any toxin could enhance her plant powers) than maybe save her anti hero arc two games later after city

Falcone is a massive gangster in the Batman universe. He is the tertiary villain in Batman Begins and does a lot of the more "normal" crimes in Gotham.
I've played all four of the arkham games and ive noticed this in Arkham City; Batman has access to Zsasz's Hideout and The Church/Medical Centre (which Catwoman can't enter) and Ironically Catwoman has access to Poison Ivy's Lair and The TYGER Consifacted Goods Vault (which Batman can't enter) it's a shame Catwoman didn't interact with Riddler or Deadshot
Catwoman can’t have a conversation with Deadshot, however, if you do go near the train car where Batman locked him up as Catwoman, you can hear him desperately ask for her help in releasing him which is mildly entertaining
Are you referring to the games comic? Traditionally as far as I'm aware Bane has been fairly evil, but arising from unwilling roots as the subject of superhuman experiments. Read the 'Knightfall' series if you ever get the chance, Bane is just an awesome villian in it and there are quite a few homages to it in Dark Knight Rises
He has commited a number of crimes, on certain dates (holidays) you can go to him in the game and he will tell you about the crimes he commited on that day.

Dylan Lee late af but if you check the calendar next to calendar mans cell you see 12 dates. talk to him on each date to listen to him talk about his crimes and you get an achivement. also he dissapears and also theres a 13th date which is rocksteadys birthday and he hints at the end of the arkham knight

Some of the delivery and emotions in these dialogues are too intense for the characters to just be standing perfectly still while speaking them.
