Don't worry, it will be, sooner or later. For example, Yakuza series are almost 20 yrs old, but it's started to gain it's popularity in the West (I meant the majority of western community, not some underground polyglotic folks who can understand moonspeak) since maybe 2016 or so. In my humble opinion it will come out untill 2025 (you know, because there's so many games to be remastered, that's a lotta work to do, and since Ishin is not a part of the main series, but a spin off, doubtful that it will get primary focus from the Sega).

According to the kiryu memories in 8 kenzan, ishin and dead souls are all canon, they were just dreams that kiryu had. That means he dreams about killing people.
