First drop an email to spf_licensing_feedback@spf.gov.sg in the email, state you wish to buy toy foam blaster/gun from oversea online platform and wish to obtain the application form. They will most like reply that your request is forward to the PLD officer in charge . PLD will email you the standard application form. Step 2, you can use the form they gave you (you can use the same form template for each request). when filling up the form be as specify, example even the color option you are purchasing, include pictures you can find. The form has a column "Item Number" for that column you can put "N.A." as normally there is not item number for online purchase. Step 3: email that form to the same email address spf_licensing_feedback@spf.gov.sg , again they will reply with a "your request is forwarded to the PLD officer in charge" then the officer will evaluate your request and if the application is approved, he will send a form with approval seal chop on your form, but remember to read the remarks of the returned form for any commands from the officer. The approval is normally valid for a few month, so take note. Last you make you purchase and arrange your shipment, that I cannot help you. lastly black and real steal type of blaster will normally not get approve.
