Former armor Ranger here myself and I agree with you he definitely broke the hard deck. You can't fly that low over civilians. Unless you're doing like an Air and sea show But this looked like a lake LOL. Who knows though they could have set the hard deck to 100 ft AGI
I was out fishing with my dad and grandpa when a Navy jet did that. The pilot banked around and gave us one hand palm up. On the next rotation, we spread our arms wide to say that we got a big one. He then gave us a thumbs up. He circled us 3 or 4 times before heading out.

In the winter time in Lesterville, MO I assure you they fly very low. Sometimes they follow the river sometimes they keep flying over if the kids are out in the pastures on 4 wheelers. Code memories for sure.

He had like (Not exaggerating) 40 to 50 mountain dew bottles throughout his barracks room. His whole room smelt like menthol and it was gross as fuck.

Happened with a Chinook that also wasn't scheduled for any drop offs, a week after this one too. Sent 3 volunteers to the hospital.
