You always must take into account the inside measurement and outside as well. In my case i work a lot with the 1 inch fiber board. So if the outside is 20x20 inch the inside will be 18x18. I learn it to do it in a very simple way. I'm not considered a professional in duct but i can do pretty much everything. Im a HVAC technician.
Got a stupid question,I bought a outdoor wood boiler and my plenum is this fiberglass ductboard and can I put a water to air heat exchanger in it or do I got do sheet metal

No the instructions I got was directly from the manufacturer of the cutter tool
