How the hair works is kinda just simply answered based on the fact that they can transform? Like, they do it all the time, switching between humanoid and squid form. They literally are able to completely change their forms, so just slightly changing their hairstyles isn't really a problem. That's why they're also able to change their hairstyle, eye color, and skin color whenever they want. The real problem is for some of the hairstyles like pigtails, bowl cut, or other ones like that. The older hairstyles were cool because they were just the limbs styled into hairstyles. But then you have all the hairstyles where they're just straight up cut across/through a tentacle? Completely mangled limbs? Burnt/fried limbs? These ones that suck that go against that design philosophy.
The hairstyles being made of the remaining 4 or 6 tentacles has already been explained in the comments but the water thing was partially explained in a dev interview a few years back. Basically, inkfish have really thin skin that both allows them to shapeshift and means they absorb water really easily. That's why standing in water dissolves them. Marie does mention in Splatoon 2 that there's definitely some way of inkfish taking like a shower or something (shower's definitely the safest option because it's not submerging you, and they do struggle for a bit when they fall in water so there's some resistance to it) but otherwise we're not sure how it works. Guess we need a slice of life game

You can swim or drink water outside of battles, but you can't in battles. Maybe inks/octs are coated with something that dissolves with water from spawning machines, in case if they are cheating.
Ik one consistency with (almost) all of the hair is the tentacles!! Iirc, all of the inkling hairstyles have 6 tentacles, and all of the octolings have 4. Sometimes they’re just rly small, like how the default inkling hairstyles have the 4 lil swooshes in the back. Side note: Ik some styles have played around with straight up cutting the tentacles, and ik there’s some in the artbook where inklings fry their hair. Probably similar to Salmon/Salmonoids, they (manta) mutated, from the nukes + crystals, into also developing a form of "ink". It's probably not the same as Inklings and Octolings, but Big Man is not the only non-cephalopod creature to be confirmed to have a form of ink/participate in ink sports.

It doesn't really make sense but it's probably not INK. It's probably a substance similar to ink. (Like the Salmonoids, Sanitized ink, or Mr. Grizz's 'ink') ..I don't think its exactly explained, but for the gameplay itself its probably just to make it a more fair fight. (It's also a reference to super mario sunshine!)
Going through every piece of dialogue/lore through the series, the issue with water is obviously made a bit harder to understand based on Splatoon lore being very flip-floppy where it changes on a dime and they sometimes try to explain something that's just a gameplay mechanic, but from all the in-game dialogue and everything, the deal with water seems to be that it doesn't kill Cephalopods, but Cephalopods are completely incapable of swimming in water.
my idea for the showers thing is that fresh water doesnt affect them its only if theyre in a body of water theyll sink bc ink is probably denser than water but salt water will dissolve them or something it may not make complete sense but it makes sense to me 😭

So, yeah, they can probably take showers just fine, but baths... no?

@VectoB I thought the afro was heat treated to 'melt' the tentacles together. For other tentacles, I think its because their hair is mostly ink. Also, the two tentacles are 6 total because 2 are in the front while 4 are in the back. I don't know why the soldier octolings have such big hair, but maybe heat causes the hair to expand? Or they're wearing wigs, lol.
