I don't know where you live, but in the UK they sell ground rice that you can use together with ground flour. I don't think you will get the colour of the country, so I think you can either use red colouring I think or tomato paste.

yes, you can use ground rice or rice flour which is finer. I prefer ground rice as it is closer to rough rice
