The reaction to the solo was great lol. In regards to what he was doing, he's playing the guitar as per normal, but at his feet, he has what are called guitar pedals, which are stompboxes that you activate/deactivate by stomping on them. There are a number of various effects that exist, and Tom Morello is notorious for his unique ability to use guitar pedals in order to essentially make his guitar sound like anything except a guitar.
For the guitar solo in this song, he uses a pedal called the Digitech Whammy. It's a harmonizer pedal that has a foot sweep on it so that you can use your foot to control the pre set harmonies. Here he has the pedal set to an octave above the original guitar signal, meaning that any note he plays will be raised an octave higher when he has the foot sweep pressed all the way down. Using specific timing and rhythm in his playing, as well as timing with his foot of when he uses the effect, produces the high pitched solo that you end up hearing. He does this and many more things in a lot of his work.
Another effect you hear on this song is in the opening first few seconds of the song where he's just hitting a open D power chord, but has an effect called a flanger activated, which produces that swooshing sounds you hear on top of his original guitar signal.

As a sidenote, if you're interested, a guitar player I would absolutely recommend and guarantee you will not be disappointed is a guitar player named Buckethead. If you do decide to check him out, I would recommend the first song you hear be a song called Jordan. The studio version is awesome, but if you choose to go live, I highly recommend the Live at the Culture Room performance.

Lots of good arguments who is the best lead guitarist since Hendrix. I think for creativity it's Tom Morello, with Eddie Van Halen a fairly close second. Every wall in downtown Minneapolis should get tagged with Zach's lyrics: "I think I heard a shot."
As for "best thing ever to happen to music," there's a pretty good argument that Rage is the most socially relevant band ever, as well as musically every song was historically great in every musical aspect.
Put a different way, every reviewer of Rage wishes they had gone to that concert with a sea of people leaping and screaming along with Zach de la Rocha. Talk about great concerts.
