It allows you to move your field of view all the way through the fog of war. That way you can tell if you're on the North or South side of the map-only really useful to figure out which way is best to send scouts early.
Under, I have not yet finished watching this video, however it feels to me like you are often in most games delaying the building of the districts. You lock them in and then don't build them for quite a while, while falling behind numerically at least for another player. Furthermore you delay quite a lot your usage of builders, especially after chops. May I ask why is that? (Example for delaying builder usage is when you chop a hill and then just move around the builder, instead of instantly following up with mine, or dancing around a city without building city improvements.

Once you pin north and south, the next turn the map gets bigger, and you can see where you are located

Only mines that would affect tourism would be ones that yield culture somehow (Gaul for example) at flight
