I can kind of understand the thought process behind it. Think back to when Clive received Odin. When Ultima basically said Cilve's body instinctively desires power, we see his power discharge uncontrollably. Ultima giving Clive his own power to add to the Eikons was an attempt to entice that part of him and overtide his will. To basically make him into another Barnabas, so Clive could see himself above other humans and join him. Ultima just underestimated how strong Cilve's will and resolve were, especially compared to Barnabas.
I love how Ultima is such a cocky, complacent asshole who continually keeps digging his own grave and goes, "Waitaminute, this shouldn't happen. How did we get here?" repeatedly. The entirety of 16 is just him fucking up over and over again.
He went from downright terrifying alien in Drake's Head to generic villain god by the endgame. And then to cartoonishly stupid/clueless in Rising Tide.
"What latent force fills this flames? I sense more here than mere will. Is this Logos?" Ultima, my guy, you juiced him up with your own power. So technically, you just kept adding fuel to a literal Infernal Phoenix God-fire.
Voice Of God has a surprisingly low recharge time so id personally use it outside of stagger. It can be used midair so just stomp on them, get high enough and it's free. Great vid tho

To be fair the devs probably wanted too but due the the low sales of the game and them blowing most of their budget on the Bahamut fight they couldn’t.
Oh boy, you are getting an essay lol. Ultima's feat is unironically bad and absolutely outclassed by all three Bahamut, Odin and Leviathan feats. It also doesn't have a single aspect that can shine in Arcane Mode, like Titanic Block. It has both useless damage, useless will damage and useless battle techniques. It being useful for crowd control is also not a valid argument, because small enemies already die to every single other skill. The Rise ability gives very ocasional utility but is very awkward to use and can never excel over simply dodging and countering the enemies' attacks. I'd much rather have Ultima repurposed as upgrades to existing Eikons. His entire feat can basically carry over to Bahamut's Wings of Light, where it can actually make sense: - Megaflare gauge is activated, but you can still stay on the offensive and use actions equivalent to Divine Combo, Rampant Ruin/ra, Purge, Advent and Rise - Damage is still kind of low and LB is no longer gained, which are balanced by the fact that Megaflare is now charging - Standing still is still the absolute fastest way to charge Megaflare: any other action slows it down - Megaflare Dodges can be followed up by counters similar to Reap and Ruination. These are now the moves that speed up Megaflare instead - On another note, Bahamut's skills should be available while midair (and they also should be available when WoL are active) The only thing Ultima has going for him are his skills, which are incredibly good (except Voice of God) but also kind of unoriginal since they match already existing skills pretty well: - Rising Wing can be repurposed to behave similar to Proselytize - Scarlet Cyclone/Piledrive/Upheaval can behave similarly to Dominion - Flare Breath can behave similarly to Voice of God - Really any ult, but most likely Flames of Rebirth, can behave similarly to Ultimate Demise So yeah. Hope I answered your question, lol.

y'know Ultima.... maybe you should have hid something inside that power when you gave it to Clive... like some sort of corroding magic that sapped his will to fight or something.... i dunno.... seems kinda silly on your part to just hand him supreme power like this when he has shown nothing but contempt for you and your plans....

It was just there for cinematic flair kind of! I avoided it in order not to break the pace of the battle too much
