Based on the visuals, oceanix has apparently already decided what building programs will be built on the floating platforms. Does this mean that this floating "city" would have: 1. 100% Government provided housing. 2. A land tax (or shall we say floating platform tax) on land owners charged per square foot of land under tenant ownership. A property tax doesn't make sense, since most of the property was built by the city developers already. Tenants spaces would already have all the utilities, roads & building structure ready to move in. 3. High congestion & parking charges for vehicles entering into the city: On a floating barge, parked vehicles would take up valuable real estate.
One interesting aspect of a floating city could be it's potential to be moved if necessary, a city of specialists that could do "port of calls" though if static, such new spaces on water could relieve urban congestion, especially in a place like Korea where many cities are buttressed by mountain ranges. For rising sea levels, well this would seemingly work. It's more the idea in which such urban floating and potentially moving platforms could be created highlighting new technology and the novelty of the entire project, drawing curiosity and attention.
I don't think floating cities are the best idea, not the worst but I believe maybe sky cities of some kind would be better. Maybe we could make a city like rapture as seen in bioshock. An underwater city
