In fact most of the rums are blends of the «heavy rum» distilled at 70-85% ABV and «light rum» distilled at 85-95% ABV. Then distillate is reduced with water to 60-65% ABV and goes to the casks for raging. Then it is reduced again with water to 40-43% ABV for bottling. Of course there are some «strength from the cask» releases with 50-60% ABV.

Certainly not in the two largest rum markets in the world USA and EU or in any WIRSPA Caribbean member nation. Research USA TTB definition of rum and also look for EU regulation 2019/787 and go to Annex 1.

Tanduay Rhum in the Philippines is the worst rum ever. It's funny because their slogan is, "Tanduay The Number One Rum". It tastes disgusting.
