In India, we pay interest at 8% or more for Housing Loans and that fluctuates (floating rate) according to the market and other factors. In USA you get Fixed interest loans that too 6.6% to 7.5% depending on the term. So overall financing home in India is expensive than the USA.

Maybe your brother is smarter to pay off loan earlier to save on interest. Which can be used to make another property. We also have cellphones on no cost emi (zero interest). Similarly we can also convert our purchases on credit cards to emi's after purchase if we decided to do so. The US credit culture which is extremely High as you mentioned, only brought recession in 2008.
