basically yes :) sometimes, parts of the fandom take offense in how certain gay couples and characters are handled compared to the straight couples, but i would never go so far as to call the show homophobic because there have been gay characters right from the pilot on and the show has done so much for the medial representation of gay teenagers, which is pretty remarkable imo (despite how bad the writing may be at times)
