There is a washer on the diagrams I'm looking at for a 78 GT80, does that go inside or outside the cover?

Oh boy, I have no experience with the model you have, this washer must have some relation to the clutch adjuster, is this right. Let me know what you are doing, I will pull up the parts breakdown and see what it looks like.

What does the cable mechanism connect to when the cover is out back on?

It lines up with the push rod that goes all the way across the engine to the clutch.
