@@1597B Someone who had a high understanding of how delicate the situation was. Maybe the prestigous founder of a centran thinktank or watchdog group. Maybe even a Bismarck like figure.
This is just perfect. Hakim (de facto sole founder and early-stage commander of the Frontier Union) knows that his Union's primary weakness is that it has a small Militia fleet to pit against the entire Centran Defense Force. So, he makes an arms deal with Abescal, the most famous and feared of the numerous Atamaran pirates, and gives her the weapons she needs to take control of all Atamaran pirate groups (making her fleet a rather potent force and a unified one too) in exchange for her loyalty to the Frontier Union. This gives him the offensive fleet he needs to commence his strategy of intimidating attacks while still having sufficient defensive forces for the Frontier with the Militia fleet. He sends Abescal to Axius, a perfect target for his intimidation and piracy tactics given its large population and fleets, and she causes the massacre he wants to intimidate the Union while also building her fleet into a force capable of challenging the CDF by capturing CDF ships.
It's literally exactly what a combatant nation in the Union's position would do. It also lets Hakim consolidate power in the Union because Abescal is loyal to him and his Maialans, not to the other two Councillors who didn't give her weapons.
And Hakim's mistake, of miscalculating the Assembly's response and thinking they would be afraid instead of enraged, is exactly the same mistake the Japanese Empire made in its attempt to shock and cripple the US at the start of the Pacific Theater of WWII with Pearl Harbor. Extremely realistic mistake.
That ship is straight up gorgeous. Really nice how the designs can be both creative and "realistic"

I am convinced from watching these lore shorts that the Sojourn is what Starfield could have been if Bethesda has done proper worldbuilding for the Settled Systems.

I’m loving how Hakeem’s being portrayed so far: on one hand, a patriot and revolutionary looking out for his own people- on the other, a highly ambitious and possibly ruthless leader who will seemingly do whatever it takes for the greater good of his own cause and personal interrogation of it. One can clearly see how both reviled and revered; loved and hated on different sides of the aisle, that such a figure can be.
The character design for Arcelia Abescal is pure gold. Just look at her. 1 third 'medieval rogue', 1 this 'military general', 1 third pirate. Amazing
