That guy made the right choice, there is no way I would trust anyone who suggested we meet in a parking lot! ha ha ha, not a chance. The builder was likely working out of his home garage. I can't even imagine the liability recourse if anything went south.
My neighbor had a bad experience with a van builder just prior to the pandemic. Builder met him at one of those garages that you rent hourly and had implied it was his shop. When in reality, you rent the space on hourly or daily basis. Took a $37,000 deposit to start the build, 6 months later stated build was on scheduled (which it wasn't, it was supposed to have been completed by 5 months) and he needed the next installment of the moneys owed. The builder kept putting off sharing photos of the process, so my neighbor went down to the garage where they originally met, the builder was not there and he realize from other people there this was a short term garage rental. He called the builder, who claimed he was finishing up the work at his home garage so he could put longer hours in. My neighbor tracked down where the builder lived and drove there. Want to guess what he found? His Sprinter van, sitting there in the builders driveway, covered in dust in the SAME exact condition he left it. Nothing was done, and the van had accumulated 1,400 miles on it. Needless to say, he took the van and sued the builder. So, hearing this story, there is no way I would meet anyone in a parking lot.

So many questions I have about this. I hope your neighbor got ever cent back and found a reputable builder after that!
