Kale was indeed her in the manga. Even before the LSSJ. SSJ Cabba beat Caulifla, took something from her, then had a whole conversation with her. And at some point, Kale had taken the object from Cabba, still in SSJ, without him noticing.
She also got distracted by Caulifla getting beaten up by Golden Frieza, and despite the distraction, nonchalantly blocked a lacky's attack, elbowed them, then sent them out of the ring. She was also landing sneak hits on Frieza that were tripping him up a bit, and even he admits that her hits then were packing more punch than Caulifla.

For everyone saying that Gohan is fighting in base, Ultimate back in Z was never a transformation. The super anime stuff retconed it as that. The manga stuck to what it originally was, his permanent state, at least until it adapted Superhero.
Gohan literally went SSJ in bog manga arc so it's retconed in the manga too piccolo stated Gohan regained his fighting Instinct during there training before the ToP

@@p_rnhubKefla isn't weak at all. People just love comparing her to the more broken fusions like Vegito and Gogeta who have super saiyan God transformations and are already fusions of 2 saiyans stronger than Kale and Caulifla.
People also like to forget that this Gohan is blue level.
She's even more powerful in the anime where her casual attacks surpassed Goku's spirit bomb that he used against Jiren.
In terms of people fighting in the TOP she's probably top 5 or close to it.

the anime come out before the manga
The problem was that when we were in the anime in the Black saga, the manga was going through the Bills saga. The anime ended in 2018 and more or less the manga was ending the black saga. Conclusion: The manga was a disaster.

Got to heavily disagree with this take, the entire gohan v kefla fight was off screen basically, and kale basically ruined any potential for cool fights in the manga by one shotting most of the universes, TOP is one of the few arcs where the anime is just outright superior to the manga IMO

To be fair, the scaling in the anime and manga are different. Toei wrote Aniraza to be as powerful as he was in the anime. He probably wasn't all that strong in this version.

Manga Kefla wasn't weak Gohan was just that guy. And Tbf in the anime blue goku was really weak and tired if he was full strength or near full strength like gohan was in the manga he might have won or had the same conclusion gohan had. Uio was just over kill in the anime.
Goku needed first sign ui due to how tired he was. It was the only multiplier that could close the gap. It just ended up eclipsing Kefla.

gohan is actually just way stronger in the manga than the anime. also, kefla in the anime was fighting a weakened goku who already went ui against jiren, so he was super exaughsted when they fought.
Its reasonable, what happened is that in the manga they maintained the concept of an unbalanced fusion, so kefla was simply as strong as kale with the ability of caulifla
Kefla was so weak because kale had started to weaken, so in the end she was weaker than a super saiyan god

From what i've heard, the anime was made befor the manga. Toriyama send designs to the anime team and some notes but wasn't too specific, so the anime team had a lot of freedom. Goku's SSB Kaioken doesn't even exist in the manga for example.
The anime was ahead of the manga. Both versions did things differently.
I like the anime but I can't really say you're wrong. I wouldn't have a problem with this version of the T.O.P. being animated instead of the original anime version.

Anime and Manga started around the same time, but Anime schedule (weekly) caused it to outpace the Manga (monthly). I believe that's how it went.

Short possible explanations, Gohan might be stronger or as strong as Blue level fighters or Kefla may have gotten weaker because she may just have Kale’s strength, but not her ability to grow in strength rapidly.
Long possible explanations, Kale was at risk of dying because her power kept increasing, like filling a balloon with too much air, she would have eventually exploded. Kefla is more balanced, very likely not having Kale’s full level of power or her ability to grow too powerful too quickly. Gohan is probably around Blue levels of power in the manga, but it’s hard to say what form he was in. Base or Mystic? I’d like to think that he was in his Mystic Form throughout the whole tournament since that form has no actual drawbacks, but since Gohan has denied going SS and it takes a SS mentality to enter the Mystic Form, maybe he’s in his Base Form. I personally believe that Kefla could have been in Blue levels of power and Gohan was in Mystic during their battle, but it’s still good to remember that these are just my thoughts on the matter.
