That's a form of savory custard, but definitely not an omelet (I say form of custard since custard usually only uses egg yolks and not whole eggs). Typically, there are 2 types of omelets, French and American., French is thin, not browned on the bottom, constantly stirred, very little filling and folded in thirds, and American is slightly thicker, not stirred as much, is browned on the bottom, has more filling and is folded in half. I don't think this meets either of those standard definitions.

No only is this not an omelette, but I might go so far as to say that calling this an omelette is whitewashing a traditional Chinese recipe. Also, you'll get a smoother texture if you use more indirect heat, try propping up your ramekin.
