As per UPSC’s official answer key “Right to vote and to be elected” is a Constitutional Right. [Ref - UPSC CSE 2017, Question 86 from set A].

Right to vote is a constitutional right under article 326 of the Indian constitution as it has been mentioned "elections to the house of people and legislative assembly of every state shall be based on adult suffrage"
