No heat treatment at all. Those wrenches are very soft steel. You put those on a hardened bolt/nut and apply force, and the socket is going to wrecked after one use. As a side note, cutting torch gas must be REALLY cheap there.

I assume anchor chains are NOT resued because a buyer has no Idea what the chains were subjected to during their service life. You would probably have to X-Ray or magnetic particle inspect every link. Imagine the libality of an anchor chain failure and a cargo ship drifting into say a bridge? Not worth it to ship owners, but I may be totally wrong.
