Having been a Firefighter, I can tell you that a house fire can reach forging temps, so using the forge was a good comparison! If the bags were still wet, when subjected to the heat, they could have lesser resistability to the high temperature. I also noticed a change in flame color a couple of times, which usually means that chemicals were present, and would definitely create more heat from the gasses created. I think these only work if it's in a container that doesn't have direct flame going in it. I don't know if "regular" safes will get direct flames inside them.
Perhaps soaking them in water may have compromised the fire resistance! I think some have a chemical that foams up in the heat in the cavity of the bag (the walls of the bag) fo keep the interior of the bag cooler.

could you do another test this time using a smaller bag and put it in a bigger bag to see if it make a big difference to have a small one inside a bigger one? (like with the Roloway brand that seem the best one)
