I think Unrelenting is the better ult for Qhira (it's not great until 20 but it's decent and compliments her kit). Final strike imo is more fitted for AA build because AA is kinda the finisher of the team
I think Unrelenting is more for the AA build because that's the build where she wants to get in melee range for longer. With bleed build she gets in and out a lot, and when you're out of the fight it's a lot more viable to stand still and channel that final strike.
