    Bloemfontein is home to the University of the Free State and the Central University of Technology. It’s now a bona fide student town as thousands flock to these campuses from around the country. But there isn’t enough on-site accommodation to house them all; conditions ripe for manipulation. Some have spotted a lucrative opportunity to illegally convert their own homes into crowded student digs., or to build cramped digs on any available open stand. It’s caused havoc in some suburbs as service delivery, intended for smaller suburbs, is stretched to the limit. Residents who’ve for years called these once quiet suburbs home, now contend with overflowing sewage, raucous parties, and plummeting property prices. Carte Blanche goes knocking.

    We have the very same issue have in Durban. UKZN & DUT student accomodations are everywhere and the standard is BAD. Noise, Crime and Dumping of bottles and other rubish on the side and the street is real problem as Ethekwini Municipality like in case of Bloem is not doing enough. No surprise here.

    Great reporting Carte Blanche. Just one thing, what is the dropout rate at universities? My perspective is universities are more about quantity (number of enrolled students) than quality (passing rate/completion of studies). Thus it would be interesting how many students complete their curriculum. Also it takes one home owner converting a property into a student accommodation and bring the whole neighbourhood down to slum status. Some students are just plain undisciplined, all about partying and substance abuse. They are the rotten apples in the basket. Landlords must enforce house rules on the students to prevent disturbing the peace, littering and substance abuse. Landlords must also be held accountable what happens on their property. The universities with all their clever people must, with the help of the municipalities, plan, finance construction to provide proper affordable accommodation for students. The universities and municipalities will definately make their money back by investing in infrastructure instead students living in these slums provided by greedy landlords.

    They cannot talk abt building plans not being approved when the municipalities stopped approving plans 5 years ago. My friend wanted to extend her house & after 3 years of going from pillar to post a municipal employee told her to just go ahead that is what everybody does.

    You can imagine how doomed South Africa is if this is the calibre of tertiary institution students being "groomed" to become the next professionals, leaders etc. Sadly, this condition is not unique to the University of the Free State but all Universities in South Africa yet the government of the day constantly appears to be very comfortable in its nonchalant attitude towards this and other problems.

    An inevitable admission needs to be made that Universitas and Brandwag are no longer ideal places for families. The sooner people accept this the better. It is unfortunate but a sad reality that is not going to change🤞🏽
    With a dysfunctional Municipality that is going to remain dysfunctional for the next coming 10 years at least, matters may even be worse.

    Accountability, accountability, accountability!! That’s one thing our leaders and society has lost sense of! Where there’s no law, there’s havoc. Just looking at that park that is so dilapidated tells you the whole sad story of what is going on in those Council offices!

    I am sorry to ask but where are the students getting money from for alcohol?If it comes out of NSFAS funds this shouldn't be allowed.

      NSFAS gives them about 2K food allowance so they probably take it from there.
      There’s also a way of converting textbook allowances into cash

    This has always been a beautiful university town; but not closely like this mess now; unfortunately these kids are there to party as they get everything for free; why would they be serious or appreciate anything as they don't have to work for it.

Unfortunately, money is wasted on non-completions and less available for those who'd like to study but can't afford it but would do so if some more funding were there. As for student accommodation, the government needs to intervene as this is a clear market failure and could do so if more funding was available and not wasted. See how that works? Time to reign in the waste and start to fix the two issues.

      I lived in University town for years, I have never seen this happen. Probably it depends on areas. There's no this lawless in Hatfield. The law must be enforced.

    We in WC are enduring the same rowdy out of control high levels of disturbance in the University of the Western Cape surrounds. Some Property owners moved out and converted their homes to student accom. The City of Cape Town sanctioned construction densely uprises without consulting residents and the impact on the area. We r all being left to the dogs . BELHAR was a peaceful village. Now it facing lots of crime of all sorts.

    this is an issue everywhere in all university suburbs (the whole of downtown Durban,Berea up Bellair and surrounding, Manor gardens) its a mess and its been a mess for years. Drug dealers will be moving in soon

    We have exactly the same problem in Durban. However, in Durban we have formed a residents' group and we are working with the university to install a Code of Conduct and a number of sanctions for offenders. We also have a dysfunctional planning department that has made it clear they are not interested in solving this problem.

    I lived in one of these student accommodations, it was a feudal paradise. Theft, violence & sexual harassments all day everyday…..those things need to be regulated.

    I m a previous student of the Tshwane University of technology, before I register for WIL(Work Intergrated learning) at UJ, I would like to inform Carte blanche to visit TUT's(main campus) students residency, the parked us like animals. Tow students had to share a room smaller than normal bathroom of which u cannot fit a kingside bed, each student pays R4200 per month, they don't understand that we need privacy sometimes. 95% of all TUT accommodations are sharing and most of them are not inspected, accredited or not.

    The problem is the country we are in. You cannot blame students for being exactly that, students. And with how expensive house ownership is becoming - especially for the disadvantaged citezens, who most of the time have to build something from basically nothing in this country, you cannot blame them for cutting corners and taking advantage of such an ineffective housing system that is meant to avoid such a mixture. And I sympathize with the families who have to suffer through this. I wonder where do we go from here as a country. I really wonder if there is a turning point to this downfall, some light at the end of this dark tunnel - pun intended.

    This is happening all over the country not just here, the storyline is always the same. Citizens don't get respect, high unemployment and students needing accommodation, in my area we have experienced a spike in crime and a spike in armed and unamred robberies.

    The same thing is happening in Randfontein, these students behave like animals every weekend. They have no empathy or consideration towards their neighbours they party all night long & throw their trash everywhere. It's terrible I thought this is only happening in Randfontein but clearly I'm wrong. This truly marks the end of our peaceful suburbs.

    Ahhy next plz investigate slum landlords in the Bloemfontein area that charge the whole nsfas rate for sub standard accommodations, others the students need to top up with their meal allowances. The very same landlords receive accreditation from the universities but for don't follow the rules of accreditation. 90%+ students don't get back their deposits with interest let alone the whole deposit they paid even if nothing has been damaged in the property. Plus these ridiculous admin fees they charge and bursary handling fees😷🤢🤮

    Lol it's weird watching this men I was lucky where I stayed there where few students.. But was nice going to those areas for the parties.. But now that I work I'm like a hypocrite I get annoyed by the loud noise students make.

    Students need to celebrate on campus where police have no access. Students go through a right of passage, and it seems like it’s an ongoing process for some. If they live in the neighbourhoods then they need to abide by the law, and police have every right to intervene. Because you’ve been accepted into a University, it’s not a guarantee that allows them to behave like a bunch of baboons. You are future leaders maybe, so start behaving like an educated descent human being, someone your kids could be proud of.
