At 2:40, when the 4 modes are explained a very important piece of info is left out: they are talking about an INPUT pin of the IC ! Of course, it is trivial - but only once you understand it.

Correct. JTAG is a standardized version of boundary scan. Almost all boundary scan solutions follow the JTAG standard.
