Its just that 100 sites would need A LOT of resources to run properly. With the business or premium plan you'd cap out at like 5-10 small ones or several medium sized ones. But youll be able to monitor resource usage for each site individually. So this plan works cheapest for you with customers that only need a small visual representation. Not a lot of traffic, no ecommerce,etc
