Passive movement (that is, someone else moving the person's foot) can help a lot doing it repeatedly. Another thing that can help is using a rollerskate. The person sits on the bed, high enough so that the affected foot is on the rollerskate and rolls it back and forward. When rolling backwards we use some of the same muscles that are used to lift the front of the foot. Another person can help with the movement at first and, once there's some movement, the other person can put a bit of resistance so that the leg gets stronger. The important thing is to do this a lot of times and consistently. All the best!

The strengthening part, yes. Qnd there are other exercises more specific for parkinsons
