A new player at my table has been given a background called "Peacekeeper", basically a member of the militia, recognized by a silver star worn as an amulet. This is closest to being a Texas Ranger who is in a different state, so he has independence when it comes to operating in this new territory, but can still request help from local law-enforcement. I think this kind of reputation effect will work for him, and maybe the other PCs.
