Just as I expected, you have a staff of mechanics working on your projects....way to go! I wish I had it like that! LOL. Starters and alternators seem to go bad when you remove them for what ever reason, it is just the law of vehicle repair. Solid content.
I just went through this problem a month ago. Starter would not crank on my 07 GMC Sierra. Starter was bad. But would not crank when replaced. Finally after wiring a jumper wire to get the replaced starter to work,I finally found the problem. The 40 amp J fuse in the main fuse block to the starter had blown. After replacing that fuse,starter has cranked like a champ ever since. It was getting annoying popping the hood open and touching my jumper on the solenoid to the battery to get it to start. It's nice using the key again as it should be.
Pro tip: When the system calls for more than 1 part that could fit, you always buy both and return the wrong one. It'll save you a trip for this project, and you return it when you need parts for the next project. In this case, you'll be going back for a new starter anyhow. Personally I prefer to have starters and alternators rebuilt if possible if they're the OG's, there's a few shops in my town that'll do the job and it's often a lot cheaper than buying new/reman Chineseum junk.
Definitely the way we boaters do it - just make sure you keep the receipt and wherever you buy it has a good return policy. Not doing it this way causes you to spend more time parts-hopping than doing the repair.

The whole time testing the starter you were powering the ground strap instead of the positive terminal on the solenoid and using a jumper wire for the power signal terminal. That bench test was not accurate. I’m shocked I didn’t see comments about this being done incorrectly.
Just an FYI, I have disassembled starters after they have been hammered on and sometimes the magnets are broken and stuck to the armature, locking them up. No criticism intended but I no longer pound on them😊!

Why were you surprised the starter was dead? Replace it and you're done. I had a Ford Flex and it developed an intermittent starter. Talk about a pain. I'd be dead in a parking lot, get it towed home and then it would start. The next time, I had it towed to my dealer. They thought it was a dead battery. New battery was nice, but it didn't fix the problem. The next time it stranded me, I had it towed to the dealer again. The wrecker driver drove it off the flatbed. The geniuses tested the starter on the bench and determined it was shot. No shi_ Sherlock. No problems after that.
