[TAS WIP] Pokémon LeafGreen Round 2 in

Still a bit of optimization to be done, but here is the almost end-product of almost a year's worth of rerouting. The major improvements fall into three categories:
-PP rerouting to reduce the number of healing items used
-Better spinner manipulation in the postgame
-Better usage of bikespinning to reduce Repel usage
After I finish cleaning things up, I'll finish up the commentary/catch tracker video, and then submit it!
On a more technical note, this is my first attempt with some new encoding techniques, which will hopefully help produce videos that look less potato-quality.
