Historically Piraeus is one of the ports of Athens and since classical times is the main port of the City, neolithic and Bronze Age Athens had as ports Phaleron and Mounichia(Mikrolimano in Piraeus), at the time they left the ships at the sandy beaches. In Archaic Athens as they started to built docks for the ships Zea and Mounichia were the main ports of the city of Athens, later in the Classical age Kantharos what is today called the main port of Piraeus became the commercial port of Athens while Zea and Mounichia were military ports with docks with housing for the Athenian triremes.
The Polis of Athens was historically composed by many demes in which were includes the Demes of what is today called Piraeus. The federation of those Demes created Athens. In Ancient Greek the name of the city is Αθήναι in plural and not Αθήνα as the majority of the demes, towns and villages in Attica composed the Polis of Athens.
