Tauren Paladins and Priests use the same spells and abilities because of game mechanics, not lore reasons. It'd take a lot on Blizzard's part to implement a class just for specific races. Besides, for new players it might get confusing seeing a Paladin and Sunwalker not being able to tell the difference.
The reason their abilities are the same as the humans is cuz yes they do warship the sun, but their power really comes from the same source as the humans power (they only think it comes from the sun)

As Sunwalkers began to emerge she was considered to be a Sunwalker amongst her people, but a Paladin amongst the Alliance. She believes that all Light hails from the same source, one power that goes by many names and its true dwelling is a mystery.

So my theory is that whichever races are more attuned with the sun are likely to use the light, hence the Humans, Dwarves, Draenei, Blood Elves and Tauren. Meanwhile races who are more attuned with the Moon/night/the shadows can't use the light as effectively, hence the Night Elves, Worgen, Trolls and Undead. As for the Gnomes, Orcs Goblins and Pandaran, I believe they just choose not take on the class but may have the ability to.
Seems like the sun is merely a conduit from which the light can focus. It exists everywhere. Just look at one of the oldest lore characters, Velen, who is a priest from another solar system(different sun).
Also, Night Elf Priestesses and Priests gain their ability to access the Light from Elune, the Moon Goddess. The reason all the classes of different races have the same abilities is simply due to game mechanics.
As for the creation of the Sunwalkers and the Seers, I believe the word got out about worship of An'she and the new divisions came about, learning the powers of the light concurrently. Sunwalkers were more martially focused tauren and the Seers were those more adept at mysticism. They simultaneously gained the Holy powers and developed them to the strength and forms known now. As for why they developed to be identical to those following the way of the Light, I can't be sure about that. Perhaps it is the natural progression for those utilizing Holy abilities, whether it comes from the Light or An'she.

Tauren paladins and priests don't use light they use druidism, so flash of light = regrowth, and the reason they don't have different abilities is because it would be stupid and too much work for bliz team to just make all the abilities have different icons/names for the same thing. The reason they don't shapeshift is because as a resto unless they are incarnated they will heal in their racial form, and you can't hold a sword with empowered druidic fires if you're a cat. Also taurens are jacked so there is no real need for regular druids to shapeshift either. However this is not to say that the 2 eyes are naaru as velen believes which could mean these naaru are special/corrupted to provide such power. My theory is they scraped this in the lore and just made it a philosophy of velen's because it would be pretty hard to explain why a weak ass gnomish priest wouldn't want to go cat form and rip some orcs nuts off.
