    When and how did the Slovak state decorate the facades of all communist buildings ? Was it paid for by the government or by the people who live in the buildings ?

      Its Slovak Rebublic or Slovakia now. Slovak state was the puppet of nazi Germany. The facades where paid by the people living in the buildings.

      People bought the flats of the government and I believe they have some management system in place, but i think it was the people....but its only painted because it got isolated

      Basically, the apartment owners pay for it. Of course, individual owners had to join together and create communities. Set up joint accounts for entire houses or blocks of flats. Then they found a management company that will take care of the house. Repairs, maintenance and renovations - apartment owners pay monthly fees to the account of the administrator, who makes sure that everything works. Part of the money is set aside for the reconstruction of the house. Some things may be subsidized by the government. For example, thermal insulation, ecological heating, solar panels and sometimes even part of the reconstruction of the house.
