You got 2 extra Troopers because you did something differently from before and ended up with slightly more Morale than then.
At low morale, you get only 2 troopers, on slightly more you get 4. On even more you get 4 patrol Rangers and at maximum - 4 Veteran Rangers.

You sure you didn't turned in 5 dogtags? I figured it'd be the most probable way for you to accidentally get one more morale point without thinking about it.

I did grab the dog tags from the soldiers near the supplies while under the effects of one of my Stealth Boys. Had no idea that was such a difference maker, that's awesome!
