Thakery, you are mistaken. That is most definitely a suicide clutch pedal set-up. A conventional rocker clutch pedal rocks back to disengage and forward to release. (Toe-to-go), and it stays where you put in by using a spring and friction disk. Trust me, I know. I've built and ridden both types.
That looks just like a late 60s ironhead build I saw in a photo from an early edition of easy rider magazine from 68-9

... it is not a 'suicide clutch' - it is a foot clutch (just like one in a car) and a jockey shift.
