in government sector vacancies are very few and you should be a master of your subject to crack government jobs specially in engineering field their level of exam is based on IIT level teaching where everything is taught properly and in private college they only teach for making money. private sector is totally depend upon your contacts if you have good contacts you will get job else keep roaming and pay money to fake consultancies. better go with gate but try to get IIT for m.tech so atleast you will get hope of genuine placement. and one more thing if you have done your engineer through private college and thinking or clearing government exam start studying from your 2nd year again with deep study.

I think you can apply. Mostly three year diploma they refer to when you take admission after 10th. If you have 12th certificate than diploma plus 12th should be qualifying enough
