Whenever I go into the layout and template tab, I only get the option to resize the page, not resize the image, even though I have an image inserted and have it selected. What am I doing wrong?

Resizing an image you just drag the corners of the selected layer.

i cant make a 1:1 image a 2:3, 1:2, 4:3 etc without stretching it

Did you zoom in in the browser? Click the tree dots menu in the browser and set 100% zoom.
