You mentioned duplicating the image first before rotating, now i want to ask, how do you rotate only the scene and characters on the image without changing the ratio. For an example Dalle 3 generated images of portraits always have the character and scene one sided and bed but the ratio of 9:16 remains. How do i do in this situation?

I just installed Photoshop 21 on a new computer, The move tool on the old PC, if I pasted a selection onto a new image the Move would automatically put the selection box around the item so I could rotate it, or resize it with out having to use (cttl T). I can't remember how I got that to work by default. I Clicked around in options and could not see a option for that.
Is there any way to use the rotate (R) button and saving the image the way it is then & there? The other rotation tool distorts the image unfortunately, as any other software does.
No unfortunately not. You could rotate your image layer, make the background transparent, and export as PNG. This would keep the orientation of your rotated image for what it sounds like you need.
In previous versions, once in control T, by pressing the Option button and clicking in any point of the image, it would set the pivot position and leave it there until you decided to move it. Now if I go out and back into ctrl-T but need to do rotations on the previous pivot point I need to reposition the pivot. Is it possible to change the pivot position an make it stay in that position? I hope this makes sense.
Snapseed app has an option to rotate the whole image. Yes, it basically crops a little bit (works well with non close-ups), but it keeps the picture in portrait shape, unlike arbitrary function where it rotates the whole picture but then I have a white background. I like to rotate the pictures I take a tad because it appears "professional-like". I only get this result in snapseed, but is there a way photoshop can do this so you don't have a white background when you rotate the picture?
sometimes i thik photoshop is a pure crap..i rotate one image and its rotating in two different tabs anoying stupid crap, i want one image in 90 degrees

You can access Transform by going Edit-> Transform -> rotate. Control+T just doesn’t work for me.
I wish you would've started with image rotation instead of with moving a text or small piece of the image.
