What it said on the desk paper was that the boss was going to charge all employees for each of the office supplies they use during their working hours such as paper, pencils and other office supplies causing Bob's salary to be affected by that measure taken by the company.
It should also be pointed out that this was made deliberately hard to see, to add the possibility that Bob thought it was actually a termination letter and he was already effectively fired
And even when Dicker was willing to offer one more chance, Bob turned it down, since he couldn't live with the fact of telling his wife why this has to happen again, after she just fought with him about blowing cover.

I love how this scene foreshadows the second time that Bob tried to kill Mirage (when he still thought Helen and the kids were dead) he's clearly a good man but don't push him to his breaking point
Ya know this might be my favorite scene in the movie cause I think at multiple points we questioned if Bob wanted wanted to be a hero again just because of the fame or excitement but here it shows that he really wants to help others and he's a good person at heart. I know there was what he did for the elderly lady but after there was still the argument he had with Helen where he was talking about reliving the glory days. Here it shows he's mad because a bad guy got away not because he couldn't relive being a hero again.
To be honest, what could he have done? He's not suppose to blow his cover so he can't just crash through the window and make a whole hero landing. If he called the cops, they'd probably be too late and the guy would have gotten away. And this leads to one of the biggest flaws with Bob. As much as he wants to relive the Glory Days, he doesn't realize that it's all in the past, and he should be looking at his future, in spite of the fact that it's really crappy.
He is being serious. When that girl was baby sitting jack jack and she saw his uncontrolled powers, at some point the suits got in contact with her. Had an interview with her, and wiped her memory of what she experienced with the baby.
Basically, if a Super is outed, the government sends a team to cover their trail, including wiping the memories of those who found out. There is, in fact, a deleted scene showing just that, for this character.
This is a great example as to how awful insurance companies can be. It shows how they often try to find cracks in the system so that way they don’t have to cover the expenses of their consumers in order to give more to the people “our people.” The people who invest in the company.
